Who has created the folder?
Who is the owner of the folder?

Is admin the php user?
Can you change the permissions in the TWGExplorer?
Is safe mode active on your server?

admin is the twg administrator.
Cannot chmod in TWG explorer, : Permission-change failed.
safe mode not enabled.

folder says permissions are 777

who should be the " folder owner " ?

Thanks

Problem solved.

when a new user was created in linux at the command line, the home folder was set to the " pictures folder "
so the new user became the folders owner.

I ran chown -R apache:apache on the folder.

I can now delete using TWG explorer.

Damm rooki mistake by me.

Thanks for the help any hoo
