Can you add a Ban-User option in the users category which would prevent them from uploading anything???

Why? Simply configure a profile where no upload is possible : remove all allowed file extensions.
If you have download enabled this users can only download. If you do this JFU does even switch to a server only view. This is not officially known because it will be a feature of the next version wher a server view will be added.

You give upload access to every user? How do you want to ban users you don't even know.
And if you know the users that should be able to upload then simply use a profile and assign this users to this profile.
You should read the help about groups as well.

Yes, every user will have access. I thought that's what master profiles were for.

What you're saying makes sense, make a ban-user profile and give them all restrictions and assign any malicious users to that profile. Good thinking.

Master profiles are for this. But you should only use this if you have a save registration process where you allow all users to have the same rights.

If this is not the case you have to use individual profiles and groups.
